I think the message he is trying to get across is that whenever there is a bullying situation everyone automatically becomes part of it. Even though you aren't directly involved in it you are still part of it because you don't do anything about it. Or maybe you think its ok for it to go and if you do think that, you are definatley a part of it.

I like the way you explained how in a way everyone is part of bullying but I think you should include a bit about how people feel when they are bullied and how it could happen to anybody.
